EDDY COUNTY
SNOW EMERGENCY DECLARATION
January 6, 2023
WHEREAS repeated snow and repeated back-to-back multi-day blizzards have occurred in Eddy County causing a huge burden on Townships, Cities and County road departments due to the amount of snow and the constant winds which plugs roads and the impacts on the structural integrity of infrastructure; and,
WHEREAS an excess of 50 inches of snow and continued high winds, has created eight to ten-foot berms along the roadsides which further exacerbates snow removal and creates even larger drifts and excessive weight on infrastructure causes structural instability. Critical roads such as emergency routes, school bus routes, etc. must be cleared several times daily; and,
WHEREAS the attempt to maintain access to these critical routes and residential access has caused an inordinate amount of wear and damage to Township, City and County Road equipment and,
WHEREAS the cost of snow removal, pushing back or removal of roadside drifting has generated unexpected contractor's fees, equipment leases and overtime, further depleting limited budgets and has also caused significant damage to infrastructure,
NOW THEREFORE BE IT RESOLVED, the Eddy County Commission declares that a Snow state of Emergency exists in Eddy County, including all Townships and Cities, requiring the activation and utilization of the Eddy County Emergency Operations Plan, its procedures and attachments to monitor the ongoing situation, mitigate where possible; and to provide protection to the citizens of Eddy County during this ongoing event.
BE IT FURTHER RESOLVED, all local government agencies and departments are directed to provide protection to the citizens of Eddy County during this ongoing event and limit where possible the hardships and impact of said emergency.
